Teenager Spared Prison for Seditious Graffiti Under Hong Kong's National Security Law Due to Exceptional Circumstances

A 19-year-old Hong Kong student, Leung Kai-lok, was given a non-custodial sentence for violating the Safeguarding National Security Ordinance by writing seditious graffiti in a mall toilet. The court cited his young age, good background, and the limited impact of his actions as exceptional circumstances. He had already spent four weeks in custody before sentencing.
